This billboard is located five miles east of Clovis, New Mexico, on that portion of NM HWY 60-70-84 named Wheeler Ave, named for explorer George Montague Wheeler (1842-1905), leader of the Wheeler Survey that mapped the southwest US for Congress in the 1870s. 

The highest mountain in Nevada and New Mexico, both named Wheeler Peak, are named for him.  And yes, he is related to Jack Wheeler.  George Wheeler's 5th great-grandfather and Jack Wheeler's 9th great-grandfather were brothers born in Cranfield, Bedfordshire, England, and sailed together in 1635 to America.
